The purpose of this paper is to explore staff performance in libraries
from the philosophic and cultural perspectives as an addition to the
positivism paradigm. Performance management is a concept, value and
philosophy. According to Voltaire, it is far more important to understand
how human being thinks than to know what to do. Therefore, this paper
consists of two parts: “why to do it” and “how to do it”.
The first part discusses the present situations and possible future
issues of libraries based on some concepts and phenomena, and proposes
the author’s ideas as a basis for further discussion on staff performance in
libraries. The second part explores the future prospects of libraries and
discusses the manpower planning and performance management for
libraries based on the author’s knowledge, understanding and work
experience integrated with the history, philosophy, information and social
science.
