摘要我国将实施可持续发展战略作为一项长期的基本国策，而推进循环经济无疑 摘要 我国将实施可持续发展战略作为一项长期的基本国策，而推进循环经济无疑 是可持续发展战略的具体体现。作为区域经济中起关键作用的主导产业，在资源 环境约束日益加剧的今天，其可持续发展更是需要循环经济的指导。因此，如何 将循环经济的理念融入区域主导产业的选择中去，指导区域主导产业的发展，对 于区域经济和谐可持续发展具有非常重要的意义。 本文首先对现有区域主导产业选择理论进行分析，提出现有区域主导产业选 择理论存在的不足；其次，文章阐述了循环经济理论，对其内涵和原则进行了详 细分析，并在此基础上分析了区域主导产业发展循环经济的紧迫性和必要性，从 而得出循环经济对区域主导产业提出的新要求；第三，根据前面的理论，分析了 循环经济下区域主导产业的影响因素，并结合循环经济对现有区域主导产业选择 基准进行改进，以此为基础构造基于循环经济的区域主导产业选择指标体系和评 价模型；最后，以江苏产业部门为实证对象，分析循环经济下江苏省的主导产业 选择，进一步论证了所建立的指标体系的合理性以及评价模型的可行性和有效 性，对循环经济下的江苏主导产业选择提出了一些意见和建议。 关键词：区域主导产业；循环经济；选择基准；指标体系；评价模型 AbstractOur Abstract Our country has adopted the sustainable development as a basic long— term national strategy， and to promote a cyclic economy is assuredly the specific expressions of the sustainable development strategy．To be restricted by resources and environment acutely now，as an essential role in the cycl ic economy，the sustainable development of leading industries needs more guidance of cyclic economy．Therefore，how the idea of cyclic economy enters into the choices of regional leading industries and guides the development of regional leading industries is of vital importance to a coordinated and sustained development of regional economy． First of all，this paper analyzes the rational choice theory of regional leading industries under traditional economy， and advances the lack of the theory：second，the article elaborates a regional economic theory，analyzes its connotation and principles in very great detail， and based on this，analyzes that to develop cyclic economy is pressing and necessary for regional leading industries， and thus comes to new requirements proposed by cycl ic economy for regional leading industries； thirdly， found the foregoing theories，the paper analyzes the factors that affect regional leading industries under cyclic economy， and modifies the criterions of the choice of regional leading industries concerned with cyclic economy， and on the basis of these criterions constructs an indicator system and eva
