摘 摘 要 中国逐渐转变着自己在世界舞台上所扮演的角色，这依赖于以城市发展带 动经济发展的强劲动力。改革开放以来的经济快速前进离不开资源型城市的有 力支持。然而在不可再生性资源日益减少甚至消亡的今天，传统的经济推进模 式已经不能支撑此类城市当前经济的高速发展，伴随着城市经营理论的不断创 新一种新的推动城市发展的思路应运而生，这也是前人所致力研究的城市经营 研究和资源枯竭型城市的转型研究，本人在此基础上将循环经济的思想引入城 市经营，并重新定义了资源型城市的延续状态即后资源型城市，以提高城市经 营主体的信心、转变城市发展的模式。 本文以城市经营、循环经济以及资源枯竭型城市的转型研究为理论基础， 不仅梳理了相关理论的产生与发展还借鉴了不同类型城市的发展模式。作者在 解析资源型城市和资源枯竭型城市的定义及特征后，提出了后资源型城市的概 念，详细论述了后资源型城市概念提出的背景及这一类型城市经营的迫切性、 循环经济理念参与的可行性；作者还运用经营泛化、对象标准化、循环经济参 与的原则设计了后资源型城市经营的过程控制框架模式；最后在此框架模式的 指导下借鉴城市经营的成功模式以东北老工业基地建设的先锋城市通化作为实 证案例，来分析后资源型城市在进一步发展中所应选择的经营模式。 关键字：城市经营、循环经济、后资源型城市 ABSTRACTThe ABSTRACT The role that China plays on stage ofthe wodd has gradually changed day by day， which depends on the sturdy motive that drives the economic development with the city development．The fast economic headway since open reform of economy can’t get away fTom the emollient support of reSOUrceS cities．However,with the situation that un-rebom resources reduce or even perish increasingly，the traditional mode of economy driving forward can not prop up with the high-speed developmem of such cities any more．With continuous creation of cities management theories，a new kind ofway ofthinking that drives the development ofcities emerges with the times，which is also the city management research and the transformation research of died-up resources dries．Based on above foundation,this paper applied the theory ofcirculate economy in the cities management,and redefined the following-up kind of resourced-cities,which Was called the post-resourced cities．iIl order to increase the confidence ofmanagemem corpus．and to change the mode ofcities development． Based on theories of cities management、 circulate economy and the transformation of died-up resources cities，this text summarized the development of relative theories and referrcd the development mode ofthe different type cities．After analyzing the definition and characteristics ofresources city，this text put forward the concept ofpost-resourced cities，detailed the
