工程项目中质量、进度、费用的综合管理 ［摘要］项目工程管理是一个很复杂的系统，包括质量控制、费用控制、进度控制等。 确定合理的质量冃标、费用目标、工期冃标，并运用技术措施、经济措施、合同措施、组织 措 施对“三大FI标”实行有效控制，从而取得较好的经济与社会效益。由于参建方各自所站 的角度不同，处理起来也常有矛盾，还是会出现偏重费用和进度，忽视质量的行为，或只重 视事后的质量检查，忽视了质量问题对进度、费用造成的影响，不能处理好相互Z间的关系。 其结果是，质量管理效率低下，导致工程建设进度延误、费用增加。工程质量、工期工程成 本三者本是融为一体的。如果在施工中不注重他们Z间的关系，孤立的看某一问题，强调这 突出那，往往会使我们在工程管理过程屮经常隐入片面的境地，为了 “快”可以抢进度而不 计成本，不顾工程质量，为了 “省”可以节省开支而不又不顾工程质量，偷工减料进行粗制 滥造，为了 “优”而进行超标准施工，甚至精雕细刻，不计成本，不讲进度。其实，这都是 术为错误的做法。因此分析研究它们Z间的关系，找出它们Z间的规律，对加强施工管理， 不断提高企业的竞争力是十分必要的。笔者长期从事建筑施工企业质量管理工作，就此谈点浅 见，供大家参考。 ［关键i司］质量控制费用控制进度控制综合管理 Engineering project quality, schedule and cost integrated management [Abstract] Project constructi on manageme nt is a complex system, in eluding quality control, cost control, progress control, etc. Determi ne reas on able quality goal and cost goal, time schedule, and technical measures, economic measures, measures, organizing measures to contract implements effective control for Hthree goals11, thus obtains the good economic and social benefits?
