市场主体、绩效分配与环境污染第三方 治理方式 曹莉萍 上海社会科学院生态与可持续发展研究所 摘要： 基于“污染者付费”原则的环境污染第三方治理模式是由独立的第三方也就是 专业污染治理企业通过签订合同或协议承担应由污染排放者承担的环境污染治 理任务，并从中获取治理收益的市场化、社会化治理模式。该模式具有伙伴关系、 环境绩效共享、投融资风险分担的特征。通过阐释第三方治理模式的理论基础， 分析目前我国环境污染第三方治理市场培育存在的问题及原因，总结地方实践 经验，认为培育第三方治理市场的突破口在于市场主体及主体Z间的绩效分配 机制和信用、风险管控机制，唯有公平的绩效共享机制和严格奖惩的信用机制才 能激发市场主体的参与积极性。同时，多元化主体参与的风险补偿机制将保证第 三方治理模式融资和绩效的可持续性。 关键词： 打好“三大攻坚战”；环境污染治理;政府作为; 基金：国家社会科学某金重大项冃“我国省级层而环境绩效管理体系研究”（批 准号:12ZD081） Market Subject, Performance Distribution and Third-party Governance Mode of Environmental Pollution Cao Liping Abstract： Environmental pollution based on the polluter pays principle” of third party governance mode is by an independent third party which is specialized in pollution con trol by sig ning a con tract or agreement shall be borne by the polluters to the task of pollution control, and governance gains for markctization，socialization management mode.
