摘 要 中国共产党的十六大明确提出，要“完善城市居民自治，建设管理有序、 文明祥和的新型社区”。党的十七大首次将党领导下的“基层群众自治制度”写 入党代会报告，正式与人民代表大会制度、中国共产党领导的多党合作和政治 协商制度、民族区域自治制度并列，被纳入中国特色社会主义政治制度范畴。 这不仅极大地丰富了中国特色社会主义民主政治的内涵，而且对扩大基层民主 产生了重大而深刻的影响。 随着我国民主进程的推进，民主法制观念日益深入人心，公民的民主意识 越来越强，民主参与的热情也越来越高。社区居民自治是城市居民群众依法直 接管理社会基层公共事务的一种民主形式。这篇文章由梳理我国城市社区居民 自治制度的发展历程出发，对比了目前我国城市社区居民自治的几种模式，以 及北京市朝阳区“以社区党组织为领导核心、以社区居民代表大会为决策监督 机构、以社区居民委员会为执行机构、以社区服务站为服务载体、以社区社会 组织为补充的‘五位一体’的城市社区居民自治模式”，分析了城市社区居民自 治面临的困境，提出了我国城市社区居民自治制度建设设想，旨在为加强城市 社区居民自治制度建设，完善居民参与机制，增强社区民主自治做出积极探索。 关键词：城市社区居民自治；民主；居民委员会；社区；社区建设 Abstract The Sixteenth Central Committee of Chinese Communist Party pointed out the need to further improve the urban self-government, construction and management of an orderly, civilized and peaceful new community. 17 Grand of the Chinese Communist Party put grass-roots mass self-government system under the leadership of the partys into Congress report for the first time, and it was formally incorporated into the scope of the socialist political system with Chinese characteristics, along with the official and the peoples congress system, the CPC led multi-party cooperation and political consultation system and parallel system of regional ethnic autonomy, This not only greatly enriched the connotation of socialist democratic politics with Chinese characteristics, but also had significant and profound impact to the expansion of grassroots democracy.
