中文摘要摘要 中文摘要 摘要 无锡市地方海事局承担着保安全、保畅通、保重点工程建设，防止船舶污染 水域“三保一防”，保障辖区水运经济健康有序发展的重任。近年来，无锡地方 海事部门在绩效管理上进行了有益的探索，先后采用了业务评价考核、海事船检 工作综合考评等绩效管理模式，在行业管理、业务提高上起到积极的促进作用， 但也存在着不足和弊端。面对“四型海事”和“海事三化”建设新要求，尝试运 用平衡计分卡管理工具，开展单位绩效管理，能更好地为广大船民群众和水运经 济发展服务。 本文首先对政府绩效管理、平衡计分卡进行系统介绍，接着阐述无锡地方海 事绩效管理的现状，分析了存在的不足和缺陷，对其产生的原因进行深入的剖析； 随后对国外政府部门利用平衡计分卡进行绩效管理的实例进行分析；对平衡计分 卡引入无锡地方海事绩效管理的必要性、 可行性进行论述：并说明结合实际对平 衡计分卡管理工具的引入需要适当修整， 阐述运用平衡计分卡实施绩效管理有助 于提高地方海事行业业绩；最后进行模式构建，从单位和部门两个层面设计出绩 效管理模型，并分析有效实施的保障机制，进而提高绩效管理水平。 本文运用公共管理、绩效管理和平衡计分卡等理论知识，采用理论分析和实 证研究相结合的研究方法，秉持理论概述一问题分析一对策设定的研究思路，通 过综合研究，阐述平衡计分卡管理工具除了可以运用到政府公共部门，还可以运 用到行业管理部门(地方海事部门)。通过运用平衡计分卡管理工具，能够更好 地实现无锡地方海事绩效管理，有利于地方海事履行管理职责，推进“四型海事” 和“海事三化”建设。 关键词：平衡计分卡；地方海事；绩效管理 万方数据 英文摘要ABSTRACT 英文摘要 ABSTRACT Wuxi Local MSA undertakes the safety，smooth，key project construction and the prevention of vessel pollution in waters．It also ensures the orderly development of water transportation economy in Wuxi．In recent years，Wuxi Local MSA has carried on the beneficial exploration on performance management．It has adopted several performance management modes such as business evaluation and comprehensive evaluation in maritime and vessel inspection work，It plays positive role in promoting industry management and business improvement，but there are some defects and shortcomings．Facing with the new requirements of”Four—Type—MSA’’and the construction of Revolutionize，Militarization and Modernization，the use of balanced scorecard management to CalTy out the performance management could be a beRer way to service watermen and marine economic development． At first,this paper expounds the present situation of performance management in Wuxi Local MSA．The deficiencies and defects are analyzed，and their causes are deeply dissected；Then the balanced scorecard system is introduced an advanced performance management tools．The necessity of adopting BSC by the local maritime to CalTy out the performance management is discussed；Then the examples of using BSC performance management ana
