西安建筑科技大学硕士学位论文基于西安市增加城镇廉租住房资金 西安建筑科技大学硕士学位论文 基于西安市增加城镇廉租住房资金 的住房公积金扩大规模研究 专 业：管理科学与工程 研究生：王振宇 指导教师：刘晓君教授 摘 要 本文运用了具体问题具体分析、实事求是的方法。通过本文的研究和探索，力图在缓解政 府财政压力的前提下，解决西安市廉租住房制度实施中的资金不足问题并在此目的的基础上通 过扩大的住房公积金的运作模式，解决目前的住房公积金制度存在的若干问题，并为政府的工 作提供理论依据。 本文以解决西安市廉租住房制度实施中存在的主要问题之一一无稳定的资金来源为切入 点，在调研资料的基础上，分析测算了目前的资金来源渠道存在的资金不足问题，同时研究了 现存的城镇职工住房公积金制度在归集、使用和管理过程中存在问题的解决途径，提出了扩大 的住房公积金并采用金融信托方式构建了相应的运作模式，利用模糊线性规划模型对其投资方 式进行了分析并对其增值效果进行了评价。 【关键词】 廉租住房 住房公积金扩大的住房公积金 投资组合优化 【论文类型】 应用基础 The The Study of the ampliative scale of housing accumulation fund on the base of increasing the Public Housing in the Town of Xi’all Specialty：Management Science and Engineering Name： Wang Zhenyu Advisor：Professor Liu Xiaojun 船STR^CT Thispaperusesthemethodofspecific analyse and seekingtruthfromfact．Throughthe studyand exploring，the paper solves the problem offund deficiency during the implementary ofpublic housiog system in Xi’an under the premise of alleviating the financial pressure of government and solves several problems which exist in today’S accumulation fund system in housing and provides theoretic basis for the work ofgovernment． This paper takes the point ofsolving one ofthe main problems，i．e．having no ste．ay fund source， which exists in the irnplementary of public housing system in Xi’art_，as the incisive point．The paper analyzes and calculates the problem of fund deficiency in today’S fund source channel and studies the method of solving the problem during the process of incorporating，using and managing in extant employee housing accumulation fund system in the towns．The paper also advances the ampliative accumulation fund system and builds up the corresponding operating model by adopting the mode of financing affiance，analyzes the inveslment method by using blurred linear progranaming and appraises its jncremental efFect． [Key WordsI public housing，housing accumulation fund system， ampliafive accumulation fund system， optimizing in investment combination [Thesis Typel application foundatio
