中文摘要“看病贵、看病难’’是社会普遍关注的问题。本文根据《医改意见》四大体 中文摘要 “看病贵、看病难’’是社会普遍关注的问题。本文根据《医改意见》四大体 系建设发展总目标，仅就“医疗服务体系”中有关海南省医疗机构卫生资源配置 方面问题进行分析与评价。 首先介绍了本文的研究目的、意义和方法，包括掌握海南省医疗机构卫生资 源配置现状，评价卫生资源利用效果，发现卫生资源配置利用方面存在的问题， 为海南省实施《医改意见》、合理配置卫生资源、制定和实施区域卫生规划提供 依据和建议。 其次本文基于《海南统计年鉴》、《海南省卫生统计分析》等数据资料，以 系统分析法对海南省医疗机构“人、财、物资源现状进行描述性分析。应用比 较分析等方法对海南医疗市场需求与改善做了相应分析，比如排列前十位疾病病 人治疗情况等，其中比较分析包括海南省与全国其它地方水平的横向比较和海南 省各市县的纵向比较，另外文中还用数据包络分析(DEA)对海南省医疗机构资源 配置分布的有效性进行分析与评价。得出的主要结果有：海南医疗机构总量相适 应，人力、物力、财力等分布不合理，过度集中在海口和三亚，市县差别很大； 医疗机构卫生资源配置不合理，有效性有待提高。 最后是对所做研究的一个总结，提出几个可行性建议，指出了一些需要注意 的问题。 关键词：海南省医疗机构卫生资源资源配置分析与评价 ABSTRACTIt ABSTRACT It arouses general public concern that seeing a doctor in China is not only expensive but also difficult．Based on the general objectives put forward in“Opinions of China Health Reform”，the thesis attempts to evaluate and analyze the health resources and their allocation in medical institutions in Hainan Province． Firstly the background、ignificance and methods of the study have been described in the thesis．The thesis tries to get a clear picture of allocation of health resources among medical institutions in Hainan，evaluate the efficiency of their utilization and then find out problems existing in the allocation and utilization of health resources．It is hoped that by providing policy suggestions and theoretical basis， the thesis Can help the Hainan govemment to make and execute the medical policies as well as develop and adjust health resources in Hainan in a reasonable way． Secondly the thesis makes use of data information such as‘‘Hainan Statistics Yearbook’and“Hainan Heath Statistics Analysis”and gives a descriptive analysis of current situation of the human，financial and material resources in medical institutions in Hainan．During the statistical analysis，systematic analysis is chosen as the general guiding principle．It also applicates comparative analysis on the medical market needs in Hainan and do the improvement analysis corresponding，such as the diseases conditions of pa
