Abstract
In order to produce a high-quality group of leaders of all levels, reforms of the leaders and personals system are called for. New problems concerning the scientific regulations of leaders’ selection-employment as well as higher requirements in terms of the civil servants’ administrative capacity and level, their ability to fend off risks and corruption are put forth, as a result of the new Situations of deep transformation in economic regime, the enormous revolution in social structure, the large-scale adjustment in profit-distribution pattern and the immense changes in ideology. Salient achievement has been achieved since the implementation of the reform of civil servants systems in Nangang District, yet it is only confined to the individual effect, ——there is not a system effect. Therefore, it is necessary to combine the selection and employment of our cadres, so as to construct a scientific and effective cadre-employment system.
In this essay, apart from a deep research into the relevant theories on civil-servant-selection, an elaboration of the present selection-employment framework of Division leaders of Harbin Nangang District as well as the key links of the District’s leaders’ selection-employment system are put forward and based on these, illustrating deeply the current situation of leaders selection-employment system in Harbin Nangang District, factors which have led to the not-so-scientific and low-efficiency leaders’ selection-employment system are brought forth, which are, namely deceptive reflection of the will of people, inaccurate conclusion of cadre-examination, disordered and haphazard cadre-nomination, insufficient cadre-effective-encouragement, and weak cadre-supervision force.
