As the development and improvement of Chinese market economy, the talent competition will be fueled. How to deal with this severe situation, undoubtedly is a very difficult problem. In order to improve the operation of business organizations and the level of the core competitive, and to gain competitive advantage in the brutal market, establishing a perfect and effective incentive mechanism system has practical and important significance. According to Harbin huawens existing management model and prospect of enterprise development, combining theoretical research and empirical studies, the design and implement of incentive mechanism have been effectively and fully proved.
