However, with the continuous development of economy, the product quality problem in our country, whose focus is safety, is getting more and more attention from within our country and abroad, international and domestic events of product quality safety has taken place on end. These events seriously infringed upon the rights and interests of consumers in our country, brought great loss to enterprises, affected the international image of our country, and what’s more, seriously challenged the socialist market economy order of our country. In fact, since 1990s, there has been a quite common problem, which is product quality problem in our domestic market. This problem has been hindering the economic development of our country. Besides the safety problem mentioned above, the product quality problem shows in many ways at present. Under the market economy, the enterprise is the main body of product quality behavior. Guaranteeing product quality safety is mainly the responsibility of enterprises. Increasing product quality mainly depends on the function of market competition mechanism. However, as the macroscopic supervisor and organizer, in order to safeguard the normal economic order, lead the economy to health development and safeguard the legal rights and interests of consumers, the government must carry out necessary supervision and macroscopic management to product quality.
