Abstract
The essence of the human resources management is the human management. It is the overall development and utilizing of the human capability, characters, mood, value and humanity. Therefore, understanding the natural characters of the human is the premise to guarantee the effective execution of the human resources management. Face and respect the social properties, mental properties, and natural properties of human, establish the encourage mechanisms based on the natural properties of the human, execute the encourage mechanism, develop the potential enthusiasm, creativity, improve the production efficiency, and maximize the profits.
Harbin Railway Foreign Economic and Technical Cooperation (Group) Company is a government enterprise. The relationship between the encouraging people and the encouraged people is not very clear because of the imperfectly business entity harness structure and the dimness relationship between the commission and the agency, which result in a series of management problems. This paper studies the establishment and perfection of the enterprise encouraging mechanism based on the requirements of the human encouraging mechanism.
This paper is started from the encouraging mechanism defects in Harbin Railway Foreign Economic and Technical Cooperation (Group) Company, following the instruction of the classic and modern encouraging theory, and has a tentative discovery of the essence of the encouraging theory. The present status and some related problems of the human resources in the Harbin Railway Foreign Economic and Technical Cooperation (Group) Company were deeply analyzed. The reasons of those problems were summarized, and the encourage mechanism in Harbin Railway Foreign Economic and Technical Cooperation (Group) Company were re-designed. A fundamental system + ensuring system has been established to encourage human, employ human, and hold human, then improve the whole level of the enterprise,
