贵 贵 州 大 学 硕 士 学 位 论 文 I I 摘 要 污泥是污水处理的副产物，随着城市污水处理事业的发展，城市污泥的产 量增加。污泥处理处置不当会对环境造成“二次污染”，反之，如果把它作为可 循环利用的“生物固体”处理得当，就可以变废为宝。因此，污泥的减量化、无 害化、稳定化、资源化（简称“四化”）已引起人们的广泛关注。 早在 2002 年 3 月，贵阳市政府提出了“循环经济生态城市”的建设发展目 标，并于同年 5 月，被国家环保总局确认为全国首个循环经济生态示范城市。虽 然近年来贵阳市的生态城市建设不断提升，人居环境得以改善，但是由于污水处 理厂的大量建设也给污泥的处理带来了更大的难度。 随着贵阳市对建设循环经济型生态城市的重视，污泥处理处置的提高迫在眉 睫。污泥的处理处置不仅是技术层面的处理处置，也是管理层面的处理处置。先 进的处理技术固然重要，但是缺乏监管、污泥处理责任主体的不明确、相关标准 制定的不科学性、对公民意识的教育力度不够等管理层面的不完善也是直接导致 污泥处理处置效果不佳的原因。为此，本文针对贵阳市建设循环经济型生态城市 的决定，分别从污泥的减量化、无害化、稳定化、资源化四个方面提出相应的管 理对策。旨在把贵阳建设成为可持续发展的理想模式，打造成生态良性循环的人 类居住城市。 关键词：污泥，减量化，无害化，稳定化，资源化，管理对策 II II Study on the Management Strategy of Sludge Reduction, Stabilization, Innocuity, and Resourcelization in Building a Recycle Economy Ecological City of Guiyang Abstract Sludge is the by-product of sewage, and with the development of municipal sewage treatment, the sludge output increase accordingly. The improper sludge treatment and disposal will cause the “secondery pollution”, whereas, if the sludge is properly treated and used as the recyclable “biological solid”, it will become into the valuable. Therefore, the reduction, innocuity, stabilization and resourcelizaion of sludge have been widely focused. As early as in March, 2002, the Guiyang Municipal Government proposed the construction goal of “Recycle Economy Eco-city”, and in May, 2002, Guiyang was awarded as the first model city of Recycle Economy Eco-city by the National Bureaue of Environmental Protection. Although the eco-city construction in Guiyang has been improved in recent years, and people’s living condition has been meliorated, the sludge treatment faces greater difficulity caused by the large constructions of sewage treatment plants.
