摘要摘要 摘要 摘要 国有投资公司是在经济体制改革过程中，适应政府职能转变而出现的一种 国有资产经营的企业组织，在国民经济与社会生活中发挥着不可替代的独特作 用。十二五标志着我国在发展进程中即将或正在步入以创新和创业等项目活动 为主体的知识经济社会，项目导向型组织的研究和应用正是在顺应这样的时代 发展趋势下开展起来的。众多从事业务项目经营活动的组织如设计公司、软件 公司等纷纷开始研究和建立了项目导向型组织结构，但是对日常管理、运营项 目与创新项目同时存在的国有投资公司特别是对其集团公司层级的项目导向型 组织结构的研究还处于初始阶段，如何构建这类公司的项目导向型组织结构， 是理论和实践上需要急待解决的问题。 本文以国有投资公司项目导向型组织结构作为研究的突破点，通过对组织 结构、项目导向型组织、组织变革等相关理论进行回顾梳理，厘清构建国有投 资公司项目导向性组织结构的理论基础。在此基础上论文分析了国有投资公司 的独特性以及组织结构影响因素，阐述了国有投资公司母公司项目导向型组织 结构构建的必要性，论文构建了以战略项目管理办公室为核心的项目导向型三 元组织结构模型，提出了国有投资公司项目导向型组织结构构建的指导思想、 设计原则、模型特点及功能，以及实施步骤和保障措施。论文最后以JN投资公 司为例加以证实，实现了理论层面与实际操作层面的结合。 本文从集团公司层面探讨项目导向型组织结构，具有一定的应用创新价值。 本文为国有投资公司在组织结构角度如何应对知识经济社会下复杂的内外部环 境变化提供了有益的思路，为国有投资公司如何建立项目导向型组织结构提供 了较强的实际借鉴价值，对我国国有投资公司组织结构的创新和变革有着一定 的指导作用。 关键词：国有投资公司 项目导向型组织 战略项目管理办公室 三元组织结构 AbstractState．owned Abstract State．owned investment company is a kind of state-owned assets management organizations to adapt transformation of government functions m ec．,onomlc retoml and it plays an irreplaceable role in national economy and social life．National 似elful five．year plan period indicates that China,in the development process，will soon of is moving into a knowledge economic society which subject is innovation and entrepreneurial．Research and application of project oriented organization ls ca埘ed out to conform the trend of the times．Many organizations of business project management activities such as design companies and software compames haVe alreadv researched and established project oriented organizations，but the research IS still in the initial stage for State-owned investment company which dmly management，operation projects and innovation projects ale exist at the same time’ especially for the project oriented organizations of research of group company level· PrcIblems in these companies of how to construction the project oriented organizations are need to be solved in theoretical and practical· This thesis research in the project oriented organization of investment enterprise by using the theorie
