The financial deficit and debt problem of rural are great wide, large quantity and developing very quickly. They have aggravated peasants burden and influenced the smooth implementation of the reform of rural taxation expenses, the normal operation of rural regime and the social stability to a certain extent. The ones have restricted financial function of the rural. The essay sets sustainable poverty reduction as the target of coordinating urban and rural development. For reaching the foundation stone and inevitability writer analyzes the rural debt of Harbin city and selection on policies. In the past, most researches of anti-poverty problem based on analyses of system, which cannot explain well the efficiency problem in nowadays. Writer has a trial research on integrating the urban and rural with a different angle. Passing the research we have got an important conclusion that it is important that solving question from root. The constant in-depth with the economic system reform of our country and especially the reform of rural taxation expenses, solving the financial deficit and debt problem become the key to increase peasant income, enlarge agricultural benefit and stabilize countryside.
