Abstract: The return of labor force is the first form of labor flow and then flows into it, which is a
manifestation of labor mobility. This paper taking industry as an example, chooses the industrial
data of 31 provinces, municipalities and autonomous regions from 2005 to 2016 to measure the
industrial labor flow of industrial enterprises in the ratio of the number of industrial enterprises to
the number of Industrial Enterprises above the scale of cross industry labor flow. Based on the
outflow and inflow of the two types of data, it is used to reveal the capital and labor force. In order
to explore the industrial structure and the reflux mechanism of industrial labor force, the panel data
based on the dynamic change substitution elastic production function is used to test the industrial
labor force backflow mechanism.
