AbstractThis Abstract This paper discussed starts with the water crisis，the current status about the international water dispute，and makes furlher research the drawback existing in international water dispute settlement mechanism system，intemational water dispute settlement system effect，and put forward the suggestion establishing omcountrys international water dispute settlement mechanism． This paper discussed starts with the characteristic of the water dispute and evolution， analyzes Chinese intemationa2 water dispute current status and its contradictory,and points out that the for it is not only carrying out dialogue，negotiation and discussion positively,but also using marketing adjustment method and law method together．The main body of the paper includes four parts．The first part introduces the international water current status，its dispute，and the various for it．It points out the for it is fight conflict．The second part makes overall review the international water dispute settlement mechanism and practices，including international fiver dispute avoidance and settlement mechanism of China．The third part points out the drawback existing in the international water dispute settlement mechanism．Concretely they include four aspects，one aspect is that it can’t form into unite system，the second is that many treaty,conventions prescribe the arbitration and justice settlement method，and it is rarely put into practice，the third is the restriction for negotiation method，the forth points out the drawbacks of unite organizations．According to countrys international river dispute system analysis，it points out the concept to establish country’s international river dispute system．The last part of this paper brings forward the creative idea for establishing countrys international fiver dispute avoidance and settlement mechanism，which is to establish them from legislation document， method，and procedure aspects． Key words：International fiver，water dispute，Convention Law of Non—Navig
