AbstractIt Abstract It is generally acknowledged that County territory economy is the significant basis of China national economy,and the fundamental carrier to build an overall well—off society．Tha study on county temtory economy can be traced back to the 1980’s．In that period，the study was only confmed to agricultural economy and urbanization,in other words，the research field was only on some organizational methods of county territory economic activity．Report of tha Party’S 16th National People‘S Congress proposed the concept of strengthening county territory economy．In the subsequent files of the central government on economy and reform, county teRritory economy was treated specially．County territory economy thus becomes a hot topic both academically and socially．Accordingly,party committees and governments of individual provinces and cities enacted relevant policies and measures to promote county territory economy development．Research articles on county temtory economy have been widely published．There have been some monographs on the topic as well．But the previous research mainly concerns about the operation of county territory economy organization and the pmblems on the role a provincial or city government should play in how to support county teRritory economy．The mechanism and mode of county territory economic development has never taken as a system in order to explore the regulations underlying its evolution． This paper begins with the general theory of county territory economy,and puts forward the innovative mechanism and mode of the main operating mechanism of county territory economy in Jirin province in accordance with its base,background and current situations． 11lis paper consists of the following five chapters． h ch印fef one,the conceptcharacteristics,factors，structure and function of county territory economy ale introduced．Furthermore，the theories of county temtory economy development，such as re#onal growing polar theory,positive and negative effect of
