Research Research on Coupling Development Mechanisms of Dongying and Shengli on the Basic of Resource economic Transformation Wang Feng(Business Management) Directed by Prof．Zhang LinglingProf．Si Jiangwei Abstract Shengli plays a major role in the development ofthe Yellow River Delta Economic Zone． Dongying and Shengli should draw on the opportunities of state economic development of progressive emphasis on Yellow Rive Delta，each play their own advantage in resource，to complete the restructuring of industries together．Study the sustainable development of the petroleum city on coupling theories，resource—based economic theory cycle theory，social development theory,and the research of the relationship between government and business． Analysing the status of Dongying cooperate with Shengli，In the development process of the petroleum city,it is important to the city take the local advantage in resource and carry out close cooperation between government and oil field．By learning from successful models in sustainable development of Houston,Los Angeles and practical experience in talent strategy of Daqing，we found that it is a very effective strategy to develop a cooperation relationship between oil field and petroleum city．Because of the different resource endowment,and different developing stage calls for the transformation of the petroleum city are also different． I make a detail analysis of the development of Dongying and Shengli，the analysis including the stage of development of oil field，and the difficulties in the development；make a analysis of the current industrial structure of Dongying，to conducted a quantities analysis of Dongying though the establishment of indusial competitiveness model of industrial competitiveness．To analyze the advantage and potential industry of Dongying competitiveness is still concentrated in the oil processing industry and oil auxiliary machinery manufacturing industry to determine cooperation between Dongying and Shengli is feas
