加强非公有制企业思想政治工作的现实思考 摘 要 在非公有制经济不断壮大并将长期发展的历史条件下 执政的 中国共产党面临着这样两个理论和实践的课题 一是如何促进非公 有制经济持续 稳定 健康地发展 二是如何驾驭好非公有制经济 的发展 不断加强和改进对非公有制企业和企业主的政治领导 在 非公有制企业中开展思想政治工作 是解决这两个基本问题的重要 举措 本文的研究和写作以 三个代表 重要思想为指导 按照加强 党的执政能力建设和全面建设小康社会的要求 从概述非公有制企 业的概念 发展历程和党组织在非公有制企业中的地位和作用等基 本问题入手 论述了非公有制企业思想政治工作的理论和政策依据 剖析了非公有制企业思想政治工作难点问题所在 并针对国有企业 和非公有制企业思想政治工作环境的不同 总结了非公有制企业思 想政治工作的内在规律和特点 着重探讨了加强非公有制企业思想 政治工作的对策与措施 期望这一探讨能给实际工作带来启示 关键词 非公有制企业 思想政治工作 对策研究 THE REALISTIC STUDY OF ENHANCING THE IDEOLOGICAL AND POLITICAL WORK IN NON-PUBLIC SECTORS OF THE ENTERPRISES Abstract In the historical condition of non-public sectors of the enterprises’ (abbreviated for Non-PSEs) constant grandness, CPC will face up to two fundamental tasks in theory and practice. One is that how to promote the development of Non-PSEs in a continuous, stable and healthy state; the other is that how to rein it and strengthen and improve the political leading in Non-PSEs. As a result, Ideological and Political Work in Non- PSEs is the important measures to solve the problem. This paper, in the guidance of the important thoughts of Three Represents and in the requirement of intensifying CPC’ s ability of ruling and building a well-off society in an all-round way, firstly summarizes the fundamental questions of ideological and political work in Non-PSEs, such as the definition of Non-PSEs, its historical course and the position and role of CPC in Non-PSEs, and then discusses the theoretical basis of ideological and political work in Non-PSEs, and analyze the difficulties in ideological and political work in Non-PSEs. According to the different environment of the ideological and political work between State-Owned Enterprises and Non-PSEs, this paper gropes the regularities and specialties in the ideological and political work in Non-PSEs, and brings forward the countermeasures to reinforce the ideological and political work in Non-PSEs. Finally, it’ s expected that this study will bring practices some inspirations. KEY
