I I 摘 要 摘 要 公安机关，作为国家行政机关的职能部门，既是我国人民民主专政的重要组成部分， 又是武装性质的国家治安行政力量和刑事司法力量，在现阶段的主要任务就是：维护国 家安全，维护社会治安秩序，保护公民的人身安全，人身自由和合法财产，保护公共财 产，预防和惩治违法犯罪活动。随着时间的推移，公安机关正在承受着各种变化带来的 压力和机遇，社会在转型，政府在转型，公安机关也需要转型，在这样的一个历史时期 下，公安工作将向什么方向发展呢？对于这门经验学科，没有既定的理论和规定，只有 靠慢慢的摸索和探讨，在工作中总结，才能形成一套行之有效的运行规律和工作模式， 才能更好的适应大环境的需要。本文将通过调查研究法、图表表现法、理论研究法、比 较法等多种手法，结合目前公安工作的实际情况，深入探究现阶段在公安队伍尤其是基 层队伍中存在的各种问题、现象，尽可能的深挖隐藏在深处的矛盾和问题，以实例来剖 析形成原因，并且以自己独具个性的新鲜论点，提出解决问题的办法。 关键词 公安机关 队伍建设 和谐社会 服务型机关 II II Abstract Abstract The public security organ, as the state administrative organ of the functional departments, is not only an important component of peoples democratic dictatorship in China, but also the nature of the national armed forces criminal justice and administrative law forces. The main tasks at this stage are: to safeguard national security and maintaining social order, to protect the personal safety of citizens, liberty and the legitimate property, the protection of public property, preventing and punishing criminal activities. As time goes by, the public security organs are suffering a variety of changes in pressure and opportunities. The society is in transition, the Government is in transition, the public security organs will need to change in such a historical period. What direction the public security work will be in? There is no established theory in this branch of experience discipline. Only by slowly exploration and study can form a set of effective rules and mode of operation in order to better adapt to the needs of the larger environment.This paper uses survey research, charts, theory research, comparison and many other techniques, combined with the current actual situation of public security work, to explore the existing problems and phenomena in public security teams, especially in grass-roots ones in-depth at this stage, the public security force, especially the rank- problems.
