At the present time, being a main industry in some developed countries, culture industry not only promots the native economy,but also advances the international competitive capability. From long views, developing culture industry energetically has becomed the global tendency. This article utilizes the magrginal utility descending rule of industrial economics theory, the analytic means of scale economy and regional economy and the theory of bastion and government control, analyzes the current situation of culture industry in Harbin. The article points out: the multi-industry situation of our city has began to take shape, together with the favorable political environment and the increasing of cultural consumption, provides a new idea for the development of culture industry.The article also indicates that the culture industry of our city is inefficient, the reasons include: absence of scale economy and regional economy, enter and exit berriers, the contradiction between the government control and the reality. The article contrasts the situation of Harbins culture industry to Changsha, since Harbin and Changsha have many comparabilities:both being underdeveloped area, but the production value and the added value of Changshas culture industry are in the highest flight throughout the whole country.Baseing on the forenamed, the article analyses the current situation of Harbins cultural industry, then indicates the cultural industry of Harbin is restricted by some factors: laggard conception、dim consciousness、 inappropriate system and ill development environment.
