I I 摘 要 摘 要 基层计划生育技术服务机构是推行计划生育优质服务、落实计划生育国策、推动人 口和计划生育事业可持续发展的基本载体和可靠依托。现有基层计划生育技术服务机构 的服务现状已经不能满足人民群众日益增长的避孕节育、生殖健康需求，机构服务能力 亟待提高，机构的发展也面临着新的形势，机构改革势在必行。基层计划生育技术服务 机构作为我国的一种事业单位，机构改革也具有传统事业单位改革的多种弊端。 本文从理论上系统分析了基层计划生育技术服务机构改革出现的困境，并借鉴政府 机构改革的相关理论，从体制改革、人员编制和待遇保障等方面入手进行改革研究，提 出了基层计划生育技术服务机构改革的具体构思。 在遵循原则上，坚持科学发展观的思想，最终目标是通过基层计划生育技术服务机 构的有效改革措施，致力于构建群众最满意、最乐意接受的、以服务对象为中心、非医 院化的服务型机构，力求人人能享有优质的计划生育、生殖保健、家庭保健服务。 关键词 基层计划生育技术服务机构 生殖保健服务 体制改革 II II Abstract Abstract Family planning technical service institution at the grass-roots level is the implementation of family planning service, to carry out the national policy of family planning, to promote the sustainable development of population and family planning programs based on basic carrier and reliable.
