.. }jIfll }jIfll l I I r J II rl Ill rl r lll {Y1 944421 资料，是人类生活生 产的重要基础，关系着国家的粮食生态安全和社会的稳定。随着时代的发展，耕 地的价值日益凸显。 耕地的价值在利用过程中越来越大。所以，耕地使用者是促进利用价值显化 的主要主体。然而，耕地使用者作为重要的相关主体，却不能在各种情况中享受 各种利益。在这种利益缺失的情况下多少会影响其对耕地保护的积极性。因此， 本文从耕地资源价值的角度分析其各个价值构成，并通过选取江西省赣州市作为 样本进行实证研究，采用耕地价值估算对其资源价值进行量化。同时基于耕地资 源价值，针对耕地被征用的情况下进行了耕地补偿的标准分析以及分析了耕地在 不同的用途下耕地补偿的结果。 论文的研究成果包括重新认识耕地作为一种资源其所拥有的各种价值，并且 提出耕地被征收后对于耕地使用者的三种补偿标准，为制定新的耕地补偿体系提 供了一定的理论基础。同时，本文还大胆提出耕地在非征收情况下，如：转为其 它农用地、流转为集体建设用地和保持原来用途不变的情况下耕地使用者也应得 到补偿的措施。这在一定程度上完善耕地补偿体系、提高耕地使用者保护耕地的 积极性及维护他们的利益具有一定的借鉴意义。 关键词：耕地；资源价值；耕地补偿：补偿标准 AbstractCultivated Abstract Cultivated land is a type of agricultural land．Cultivated land as a production material，is an important basis of human life and production，is also in relation to the country’S food，ecological security and social stability．With the development of the Times，the value of cultivated land has become prominent increasingly． The value of cultivated land in the using process is more and more large．So． cultivated land users are the main subject who promote the value of the cultivated land in the using process However，as such important related subject，they Can not enjoy the benefits in all cases．In the absence of interests，this behavior can influence enthusiasm of the protection of cultivated land users to a certain extent．Therefore． from the perspective of the value of cultivated Iand resources，this article analysis the composition of the val ue and quantify the resource value through all sorts of methods by selecting a sample of Ganzhou city，Jiangxi Province Meanwhile，based on the resource value of the cultivated land，it analysis the compensation standard of the cultivated land which iS on the state of Land expropriation．Meanwhile．the article also analysis the compensation results under the difl’erent use of cultivated land． This research result of the thesis includes that re．know cultivated land value as a kind of resources，and put forward three kinds of compensat
