哈尔滨工业大学远程教育本科毕业论文（设计） 18 - 哈尔滨工业大学远程教育本科毕业设计（论文） 1 - 摘 要 改革开放30年来，我国行政管理体制进行了6次较大的改革。尽管每次改革的背景不同，目标和任务不同，但都具有鲜明的历史进步性。 本文在梳理6次行政管理体制改革的基础上，归纳了新时代下我国行政管理体制改革存在的突出问题，并提出了“适当市场化”和“推进法治化”才是行政管理体制改革的解决路径，并在分析不同行政管理体制改革的目标模式,提出了建设性的以法治政府为中心的“多重目标模式”。 在新时期下深化行政管理体制改革是当前人们关注的重点问题之一。所以很有必要深入研究在当前的历史条件下如何进一步改革我国的行政管理体制,以促进经济的发展和社会的和谐与进步。 关键词：行政管理体制改革、目标模式、法治政府 Abstract The reform and open policy for 30 years, our country administration system has carried on 6 time big reform. Although each time reforms the background is different, the goal and the duty are different, but has bright historical progressive. This article in combs 6 reform of administrative systems in the foundation, has induced under the new times our country reform of administrative systems existence prominent question, and proposed “the suitable marketability” and “the advancement government by law” is the reform of administrative systems solution way, and in the analysis different reform of administrative systemss goal pattern, proposed constructively take the government by law government as the center “the multiple goal patterns”. Deepens the reform of administrative systems under the new time is one which of key questions the current people pay attention. How it is the necessary deep research to further reform our countrys administration system under the current historic condition, promotes the economical development and societys harmony and the progress.
