Our country government achievements apprised also is in the development and the application initial stage, many questions representations behind,is the scientific government achievements appraisal target system flaw- Although constructs the science reasonable target system in the government department to have the very major difficulty, but we cannot because of difficult tacitly approve the present situation. Our country government oneself after joins WTO in particular, government's function needs the further transformation, but the our country transform/shift the government functions more thanlO years, have not still obtained the substantive breakthrough, an important reason was the achievements appraisal defeat. Therefore,in order to comply with the increasingly serious international situation,effective performance evaluation system is essential. And effective assessment of the performance of the first step is to have a scientific and reasonable performance evaluation system. Meanwhile, enterprises in performance management, assessment of the effectiveness and successful experience to provide a reference and learning from the target. The current management theory for the government at the core of public sector enterprises assessment system introduced prepared a theoretical basis. Western practice of reform has proven its feasibility. Construction of the Performance Evaluation System enterprises can leam from the theory, methods and techniques. However, in view of the government's own specialty, from the border to a good grasp of the problem, not to the enterprise performance management approach and experience directly applied mechanically applied to the performance evaluation, to the attention of philosophy, experience, and method of reference and integrate them with the government's p
