Promoting the balanced development of compulsory education is of great strategic significance to the regional economic and social development in Tianjin City. In the recent years, Tianjin government, in light of the requirements of the central government, has taken favorable measures to develop actively the compulsory education. This work has made some achievements and laid a solid foundation for the promotion of its balanced development. Currently, the major problem existing in the compulsory education of Tianjin City is that the unbalanced distribution of education fund among the different district and counties. There remains a salient disparity of allocation of the educational recourses between different schools and those in urban and rural area. Tlie conditions and level of running schools need improving. Promoting the balanced development of compulsory education of Tianjin City needs to reinforce the government responsibility of carrying out compulsory education, to increase the educational value of grants, to balance the allocation of educational resources, and enhance the construction of the work force of the compulsory education so as to improve greatly the school-running levels in rural compulsory education.
