Zhej iang E ner gy Gr oup , H angz hou 310007, China) Abstract: Without essential soil and water conservation measures, construction projects could lead to serious soil loss by de- struction of vegetation and disturbing the landscape surface. Soil and w ater conservation planning is actually an important part of feasibility analyzing and const ruction designing of projects according to the government documents. Based on the dist inct par- t icularity among sectors of w ater conservancy , electric power and transportation, the aut hors divided the process of conserva- t ion planning into feasibility study and preliminary study , and then proposed detailed requirements for tw o stages of soil and water conservation planning.
