In recent years, emergency events which have a major impact on public security continue to occur. Emergency management becomes unprecedented attention by governments. During the emergency response, emergency execution may suffer from exceptions due to the dynamics and uncertainty of emergency environment. While traditional emergency decision methods cannot handle this situation. So an exception disposal method adapted to modern emergency decision is put forward to deal with the challenges. Hierarchical task network planning is one kind of intelligent planning. Emergency action plan is made by HTN(Hierarchical Task Network). Methods to deal with exceptions are adopted during emergency response, aiming at supporting emergency decision-makers for handling with exceptions effectively. This paper focus on exception handling method. On the basic research of emergency action plan by HTN, basic elements composed of emergency action plan are formally defined. An exception handling framework is put forward, including exceptions analysis and action plan adjustment strategy and action plan replanning strategy. Cases based on plan adjustment strategy and replanning strategy are designed to solve exceptions in order to verify the feasibility of these strategies. Business process about emergency events at embankment project is analyzed, exception handling sub-system is designed and realized in three gorges flood emergency decision-making simulation system.
