科学的干部培养管理体系研究 摘 要 国际国内形势和党的建设的实际情况亟需我们培养和造就一大 批忠于马克思主义 坚持走中国特色社会主义道路 适应改革开放 和现代化建设需要的善于治党 治国的高素质的领导人才 只有把 各级领导班子培养好 使用好 建设好 我们的经济 政治 文化 建设 才能进行得健康有序 扎实有效 我们的社会主义建设事业 才能不断得到发展 本文第一部分分析了干部培养管理工作的发展 历程和一般规律 提出在当前培养造就一大批适应新世纪发展要求 的高素质领导干部具有重大意义 建立科学的干部培养管理体系也 刻不容缓 第二部分详细介绍了干部培养管理体系的基本框架 重 点阐述了这一体系设立的基本原则和主要内容等 第三部分根据我 国干部培养管理体系的发展状况 深入分析了其中存在的弊端和问 题 并提出了改进的对策和建议 文章最后部分提出要完善干部培 养管理体系必须建立一个包括干部教育法规制度 干部培养院校制 度和干部实践锻炼制度在内的比较完备的配套机制 使其与干部培 养管理体系协调运作 共同推动干部培养管理工作的有效开展 建 设高素质的领导干部队伍 关键词 领导干部 干部教育 干部管理 干部培养管理体系 A STUDY OF SCIENTIFIC LEADER-CULTIVATING AND MANAGING SYSTEM ABSTRACT The situation at home and abroad makes it urgent for us to cultivate plenty of leaders of high quality who can stick to Marxism and socialism with Chinese characteristics adapt to the need of opening-up and reform as well as that of modernization of our country and be good at managing Chinese Communist Party and the country. Only with good use of high- quality leaders at every level can our economic, political and cultural construction go healthily, orderly and effectively and our cause of socialism construction develop constantly. Therefore, starting from an analysis of leader-cultivating and managing system and general law of leader development, the thesis points out the urgency of training lots of leaders with high quality and building a scientific system of leaders’ cultivation and management in the first part. Part two of the thesis introduces the fundamental framework of the system of leaders’ cultivation and management in detail with a focus on the general principles for its establishment. Part three probes into the current situation of the system, analyses existing problems thoroughly and puts forward some countermeasures and suggestions accordingly. It is established in the final part that to perfect leader-cultivating and managing system, a comparatively complete mechanism including a leader-education regulation system, a leader-training college system and leader-practicing system m
