摘 要 企业文化能够体现企业的发展目标，使企业员工的价值观和企业的价值观融合。对于 煤矿企业来说，企业安全文化氛围的浓厚程度能够直接影响企业员工对于安全生产的态度 和行为。因此，结合《“人人都是通风员”理论体系与实践研究》科研项目，把煤矿企业 安全文化建设和评价指标体系作为本文研究的主要内容。 论文主要对煤矿企业安全文化建设、煤矿企业安全文化评价指标体系建立和同煤集团 安全文化建设实证分析进行研究。首先通过对文献的阅读、分析，结合煤炭行业的安全生 产现状，归纳总结出目前我国煤矿安全生产形势和煤矿企业安全文化建设的现状。其次， 通过对安全文化基础理论研究，掌握安全文化的定义、企业安全文化的内涵及企业安全文 化建设层次，掌握煤矿企业特定的安全文化内涵。第三，从煤矿企业的组织形式优化开始， 具体论述煤矿企业安全文化建设的内容和方法，形成了煤矿企业安全文化建设的体系。同 时，建立本文的煤矿企业安全文化建设评价指标体系模型，给定煤矿企业安全文化建设评 价标准。应用层次分析法，根据评价指标体系模型，建立了煤矿企业安全文化建设评价指 标体系模型结构。采用 1～9 标度方法，构造了模型结构的判断矩阵并利用 MATLAB 软件对 判断矩阵进行求解，得出了特征向量，进行一致性检验。总之，本论文为煤矿企业安全文 化建设的实施和考核提供参考依据，有利于进一步指导煤矿企业安全文化建设的深入开 展。 关键词：安全文化；安全文化建设；指标体系；模型结构；判断矩阵 Abstract Culture of corporate can reflect objectives of business development and make the values of employees and corporate integrated. For the coal mining enterprises, the corporate atmosphere of a strong safety culture can directly affect the level of employees for the safe production of the attitudes and behavior. Therefore,based on 《 everyone is a member of ventilation theoretical system and practice of research》research projects ,this paper make the coal mine safety culture construction and evaluation index system as the main content of the study. This article is divided into three parts: coal mine safety culture-building, establishing a safety culture evaluation system of coal mining enterprises and analysising the safety culture-building of tongmei group. Firstly, through reading,analysising the literature and combinating of safe production status in coal industry, present culture construction of coal mine safety status and construction enterprise security situation is summarized .Secondly，by studying the basis of the theory of safety culture, the definition of safety culture, the connotation of corporate safety culture and the level of the building corporate safety culture is mastered.
