华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract In most of the enterprises, human resources management focuses on enhancing job skills. However, they neglect the importance to design and develop the employees’ career. Grassroot managers are the mainstay of the companys business development and operations management. However, the selection and appointment of grassroot managers lack of a clear and reliable quantitative selection criteria. Reasonable use of the quality of personnel evaluation tools for personnel management services will lay a solid foundation for human resource development and utilization, and gain a competitive advantage. This paper starts from the organizational structure and business operations of China Mobile Maoming Branch. It presences the problems of career planning and training planning of grassroot managers in the enterprise. Next, the paper describes the concept and process to build grassroot management competency model. It focuses on research for the competency model of grassroot managers, who serves as both primary management functions and technology backbone elements. This article studies the application effect of the assessment tool in the management quality evaluation of the grassroots. It comparative analysis the advantages and disadvantages of various types of quality assessment tool, and draws the appropriate assessment tools portfolio for the grassroot managers. Finally, this paper explores the multi-level application of the evaluation results. This article provides an example of quality evaluation methods and applications for the grassroot managers. It can also provide a reference for the human resources planning and development of grassroot managers of the similar type of enterprises.
