This earthquake disaster prevention planning and management of the research work of the city, to ensure security and stability in the city, put forward higher requirements. Establish and improve the planning and management of urban earthquake disaster prevention system, improve urban earthquake disaster prevention capabilities to protect the safety of the living environment has become an issue of common concern to the whole society. In this paper, in order to improve the level of Chinas earthquake disaster prevention urban planning and management for the purpose of comparison studies , literature reference, quantitative research and qualitative research combined with other means of public crisis management as the theoretical basis , combined with crisis management 4R theory, Chinas urban earthquake disaster planning and management research. Firstly, it describes the background to the study , pointed out the severe form of the earthquake disaster facing our cities , the study made sense , and related research at home and abroad to do a brief introduction.
