The theory of development further enriches and develops the chinization of Marxism and demonstrates human’s requirement for integrated development. Farmers’ development issue is the core of “issues of agriculture, farmer and rural area”. The party and government successively implement a series of policies of supporting agriculture and benefiting farmers. As a result, peasantry’s development in China is gradually taking on favorable state of all-sided, stable and harmonious development. Analyzing the disharmony between farmers’ developing situation and modernization construction requirements, the desynchrony between peasantry’s development and development of other social groups, imbalance of internal development of farmers and the reason for these problems, the party and government propose the countermeasure to solve farmers’ development issue through eliminating constraint of
