The so-called livelihood mainly refers to peoples basic survival and living conditions, as well as peoples basic development opportunities, basic development skills and the protection situation of basic rights and so on. It is of important practical significance to solve the livelihood problems. How much the livelihood issues are resolved determines the degree of social progress and the rise and fall of the regime. Livelihood is sustainable development, while resolving the livelihood problem of the original, a new livelihood emerges. Livelihood file is the archive that preserved in the archives with significant value or potential values. The meaning and significance of put forward livelihood files is not only for file service innovations, but also the changes to practice theories of archives, indicating the archives field of work has been greatly expanded, signing a new direction for archives career.
