华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract In recent years, with China’s deteriorating environmental situation, a number of industries with high-energy consumption and high pollution are facing the blind expansion, violation of laws existed in construction projects and enterprises in some places is much significant. For this reason the government increased the accountability efforts aimed at those pollution enterprises, it has resulted in shutting down of lots of enterprises and thus the credit risk becomes larger and larger which has also caused a important impact on social stability and economic security. The Green Credit Policy implemented by government is to control environmental pollution by means of financial instruments. Commercial banks, policy banks and other financial institutions implement economic support with providing the preferential loan of low interest to those enterprises and institutions who are engaging in RD and production of environmental pollution control facilities, ecological protection and construction, development of new energy industries, circular economy, green manufacturing and eco-agriculture. Meanwhile with taking advantage of punitive high interest rates and the loan amount restriction policy, government can give corresponding penalty to those potential pollution enterprises. Compared with the administrative means before, such an economic means of the Green credit is often more effective, and can also enrich the enforcement measures for environmental protection department. Through the study of practical significance in the Green Credit, this paper tries to discover its the problems and shortcomings in the development process, and propose appropriate improvements. By virtue of solving these problems, the government may give an extensive use of the advantage of Chinas green credit system, direct the fund and loan reasonably, promote the development of environmental protection in China, gradually detach from pollution enterprises
