1 1 2 2 Abstract In recent years, the crime situations in most countries on the earth are becoming more severe day by day. The total number of crimes every year in our country is going up all the time. Higher demand is proposed to the Police in attacking crimes, because of security pressure from the government and people and also because of the trend that high-tech is used more and more in crime means. The Police has no choice but to improve the efficiency of investigating in the situation that manpower and financial resources are limited. The U.S.A. introduced an “information leading” mode in police service in 1994, and Britain implemented the National Intelligence Model in 2000. In China the Ministry of Public Security put forward the slogan of science and technology enhance guard in order to improve the investigating work. A basic standpoint is to set up a scientific and technological investigating mode in conformity with the socio-economic development of our country Investigating mode does not exist in isolation. It should be suitable to the economic base of a country. Any investigating mode leading before or lagging behind has no vitality. Since Reforming from 1978, our country has developed rapidly both socially and economically, and a good material base has been established. So the investigating mode can be improved to suit for the advanced economy. Introducing more scientific technology in investigating is necessary and is the only choice for the Police of our country since the crime situation is becoming more severe. In this proposition, the joint of the scientific technology and modern investigating means is researched. The key element, basic tasks and information-leading-investigation mode of scientific and technological investigation are also discussed. And as a result, a preliminarily structure of scientific and technological investigating mode which may be suitable for our country is construceted.
