lIII lIII l l II l l ll ll l ll Il lll 摘要 Y1 922864 摘要 本文试图从政治伦理的角度揭示网络政治参与对民主政治实践的影响。 文章首先从一般意义上探讨人类政治生活方式与先进技术应用的内在关系，并在 此基础上深入探讨网络技术给民主政治实践提供的新条件及其所带来的新问题，最后 揭示民主政治实践就在解决这些新问题过程中前行。 本文运用观察法、文献研究法、现象描述法等方法进行研究。全文共分三个部分， 第一部分先从古典哲学出发对一般政治参与概念作出伦理学的分析，并在此基础之上 对网络技术及其网络政治参与的含义、条件和特点进行了基本概述；第二部分着重探 讨了网络政治参与为民主政治实践所提供的新的具体形式与手段，揭示了网络民意是 政治意见表达的特殊有效方式，网络反腐作为一种制度创新是民主监督的新手段，网 络社群作为一种政治组织的样式是网络政治参与的有效组织。网络政治参与构成了民 主政治实践在当代的新样式。第三部分主要探讨了网络政治参与为民主政治实践所带 来的一系列新问题，并着重揭示必须注意信息网络时代民主政治实践中的“网络政治 操控’’和“网络暴政’’问题，最后由此提出加强民主政治建设必须要培养公民的主体 意识、权力意识和责任意识。 关键词：政治参与，网络政治参与，民主政治 AbstractAbstra Abstract Abstra ct This article stands in view of political ethics，trying to reveal influence of political participation on the Net to democratic political practice This article first discusses the inherent relationship between the human political life style and advanced technologies，then discusses the reality condition and the method which provides for the democratic political widespread practice，when networking appearance．Last，we see the new problems that network technology brings to the democratic politics practice，and the democratic politics keep going in addressing these problems． The full paper utilizes methods of observation，literature study,the phenomenon described and SO on．The full paper contains three parts．The first mainly in the analysis of the traditional political participation based on the concept of political participation to the general definition of ethics，and then combined with the characteristics of the network technical，carried on the basic summary to concept， characteristic，terms of producing of political participation on the Net．The second part focused on network of political participation provide new specific forms and meaus for democratic political practices：network Netizens’opinion is the political expression of special and effective way,Network Anticorruption as an institutional innovation．iS the democratic supervision of the new tools，Cyber Community as a
