Therefore, based on the empirical analysis of S University, this paper is to study the personnel training effectiveness of college subsidy system for low economy students, in order to improve the low economy student’s subsidy system. Through literature methods, empirical researches and statistical analyses, from the point of view of the students, this paper analyses the effectiveness of low economy students’ subsidy system in terms of repayment of student loans, the students’ development after graduation, and synthesis evaluation result of study and ability. It is to identify the problems of the low economy students’ subsidy system, proposed the improved strategies of the subsidy system. III This paper analyses some problems about low economy student’s subsidy system, which include ：1) the accreditation system of low economy students is imperfect; 2) the content of subsidy cannot reflect the diverse needs of low economy students; 3) national student loan running system is not perfect. According to the analysis results, a new financial support management system is established. This management system includes: 1) mechanism improvements of student loan policy; 2) improvement strategy of funding mechanism of university and college in Shanghai.
