项目整体管理分析及改进的研究 ——以丽水市热电联产集中供热工程项目为例 摘 要 热电联产是热能和电能联合生产的一种高效能源生产方式，它可以将废弃 的热量加以循环利用，显著提高燃料利用率，在节约能源、保护环境、提高经 济效益等方面有综合优势，发挥了重要的作用。我国的热电企业发展已有几十 年的历史，由于获得了中央和地方政府的大力支持，发展十分迅速。 本文以丽水市热电联产集中供热工程项目为研究对象，在分析该项目整体 管理的基础上，着重进行了改进研究。首先介绍了有关工程项目管理常见的模 式和现状，以及发展趋势，综述了项目管理的基本内容，理论结构，成本、进 度、质量三要素的关系和进度管理等理论。其次综合分析了丽水市热电联产集 中供热工程项目特点，管理内容，建设单位组织机构，管理中存在的问题和产 生的原因，最后运用项目管理的基本理论和方法，解析了项目管理方法在丽水 市热电联产集中供热工程中的应用，并进行了供热工程项目管理的组织结构设 计和工程项目施工阶段的进度控制，提出了丽水市热电联产集中供热工程建设 进度管理的相关建议，以期对同类企业或相关行业的项目进行有效控制与管理， 起到一定的借鉴作用。 关键词：项目整体管理；改进研究；组织结构设计；进度控制 Lishui CogenerationProject Schedule Management of Research Abstract As a high energy production mode of the heat and power co-production, heat and power cogeneration will make use of waste heat which can be recycled to significantly improve fuel efficiency. What’s more, it has a great benefit on energy saving, environmental protection, and economic benefits increasing etc. Thermoelectric company has developed in China for decades which have made rapid progress with the great support from the central and local government. This thesis takes Lishui Thermoelectricity Central Heating Project as main object of study. Based on the analysis of the whole project management, this paper has made an improving research on this project. Firstly, it introduces the mode, current situation as well as the development trend of the project management and gives an over view of the basic content and theoretical structure of the project management, the relationship of the three key elements cost, schedule and quality as well as the schedule management theories. Secondly, this paper tries to make analysis on the features of Lishui Thermoelectricity Central Heating Project, management contents, the construction organization, the problems and the causes existing in the management. Finally through the basic theory and method, this thesis talks about the method of project management in application of Lishui Thermoelectricity Central Heating Project, organization structure
