论英国政府对体育休闲娱乐的管理 论英国政府对体育休闲娱乐的管理 上志威 UK GOVERNMENT AND THE DEVELOPMENT oF LElSURE SPoRT ABSTRACT The development of leisure sport has kept the relationship with the government of UK for more than 100 years．We can get some useful information from it．The focus on the holistic relationship between the government and the development of leisure sport，which includes：the philosophy of government and the leisure sport；the history of government and the development of leisure spot；the role of government(the structure of government in leisure sport；the model of planning；finance；the education of leisure spot；etc)；Then，analysis that from the different ways，which includes the running of government on welfare，and the angle of culture and politics and economics．Found out the problems of CHINA in the development of leisure sport，and give some recommendations from how to adjust the structure of government；and lawmaking；how to improve the criterion of industry of leisure sport；enlarge the budget of finance；landscape and planning of city；improve the level of education and researching；and how to use the human resource． KEYWORDS：UK government：sport：l e i sure；retreat i on administration 华南师范人学2005．5 华南师范人学2005．5 硕士研究生学位论文 一、研究概述 (。j研究现状 对体育休闲娱乐及其管理的研究是西方休闲研究中的重要内容，根据目前掌握的文 献，这方面的进展主要体现在以F几个方面： 1．什么是休闲? 人类对休闲的认识有着悠久历史，中围最古老的、最原始的休闲方式是载歌载舞的 休闲”j，但很少有来自哲学层面，卜-的深刻认识：在西方，对休闲的研究最早可以追溯到 占希腊被称为“休闲之父”的亚早士多德，他把休闲誉为“一切事物环绕的中心”，这 一思想成为西方文化传统很重要的一部分”。。 西南’学者普遍认为：休闲即“寻求自我(state of being in which activity is pursued for its own sake or as its own end．)。””1文化是在休闲的基础上发展起来 的”。(Culture depends for its very existence on lei sure)。一定程度上可见发 展休闲的重要性。 休闲是人类的本质需求， 这一观点各国专家基本上达成共识。 谈到休闲的范畴，哲学家认为应与要素相结合，是科学和哲学诞生的基本条件之一； 社会学家关心人的生活方式、态度、质量；经济学家偏于休闲的政策及产业结构的调整 以适应新的市场；市井文化中的休闲，指工作、生理需求以外的消费”1。 休闲是人类生活最终的目的，而工作是为了生存的需要、工作本身不是目的，工作 也足为休闲做好准备 。 组成休闲的三个基本的因素分别是时问、技术、金钱。当科学技术发展到一定阶段， 人们有大量剩余时间和金钱，则会以多余的金钱为中介发展人身自我。 准确确定休闲(Leisure)的定义有一定的难度，往往容易偏离休闲的本意。不能简 单地将其分为“善”与“恶”、“意识”与“潜意识”的二元结构，而忽视了意识形态的 不同方式，忽视了生活与人的复杂性。由此可知，人对体
