摘要摘 摘要 摘 要 本文以冷战后美以关系为研究对象。正文共分三章： 第一章追溯了美以关系的历史演变。美以关系发轫于犹太复国主义运动时 期。美国在以色列1948年建国时起了积极作用。到20世纪60年代，两国形成 特殊盟友关系。20世纪80年代，美以关系变得更加牢固。 在第二章，作者分老布什、克林顿和小布什三个时期阐述了冷战后美以关 系的演变。冷战的结束，对美以关系造成一定的冲击，海湾战争的爆发对美以 关系形成严峻考验。在克林顿时期，美国政府在“积极、主动、参与的中东 政策的基础上，大力推进中东和平，以色列政府在中东和谈问题上的态度成为 美以关系的晴雨表。在小布什时期，美以关系继续发展，美国放任以色列凭借 其绝对优势的军事实力打击巴勒斯坦。 第三章分析了影响冷战后美以关系的因素。其一，冷战结束以后，传统安 全威胁相对下降，非传统安全威胁上升，反对恐怖主义和反对大规模杀伤性武 器扩散成为美以两国关系发展的新战略基础。其二，美国犹太人对冷战后美以 关系有特殊影响。 通过对冷战后美以关系的研究，本文得出以下结论：1、作为美以关系的主 导方，美国根据不同时期的战略需求调整美以关系，而以色列始终把对美关系 放在优先位置。2、中东和谈问题构成美以关系的主要内容，两国之间既有合作 又有分歧。3、反对恐怖主义和反对大规模杀伤性武器扩散是冷战后美以关系发 展的新战略基础。4、美以两国间的共同利益与合作基础，使两国间的战略盟友 关系得以连续、稳固的发展。 关键词：冷战后美以关系新战略基础 AbstractAbstract Abstract Abstract nlis thesis chooses the US-Israel relations in post Cold W打period as the object of study．nle main body of it consists of the following three chapters． The first chapter tracks the evolution of the US·Israel relations，which could date from the period of the Zionist movement．America had taken an active part in the foundation of Israel in 1 948．By the 1 960s，the two countries became the particular allies．nle relationship between the two countries had become more solid by the 1980s． In the second chapter,the author analysis the evolution of the US—Israel relations from the three periods which were the George Bush,Clinton,George彤Bush．刀摇 end of the Cold W打charged the US-Israel relations，and the breakout of the Gulf War formed the severe test to the US·Israel relations．During the period of Clinton,the US government promoted the Middle East peace on the basis the Middle East policy．111e attitude of the Israel government on the peace negotiations was the reflection of the US-Israel relations．In the period of George W：Bush,the US·Israel relations had been developing，and the US let Israel alone to attack Palestine rely on its overwhelming military superiority． 硼1e third chapter analyses the factors which affected the US-Israel relations after the Cold弼虻Firstly,traditional security threat underwent the relative
