武汉科技大学 武汉科技大学 硕士学位论文 第1页 摘 要 作为资本市场最主要的组成部分，股票市场是市场经济充分发展的产物，它 与经济发展有着密不可分的联系。经济基础决定股市的发达程度，股票市场对实 体经济又有着强大的反作用。且股票市场越成熟，对经济发展的积极作用越突出， 这就是股票市场的功能。从美国等发达国家股票市场的发展历程可以看出，股票 市场的这些功能并不是生来就完备的，而是在发展过程中不断完善的。它在不同 的历史时期发挥着不同的功能。通过总结我们认为成熟股市的功能主要包括筹集 资金、投资、资源配置、经济晴雨表等。我国的股票市场落后发达国家几百年， 虽然仅有十几年的历史，但在吸取发达国家经验的基础上取得了外国股票市场上 百年爿‘达到的成绩，对我国经济的发展起到了相当重要的作用，尤其在国企改革 过程中的筹资作用。然而，毕竟我们的股市是一个转轨体制下产生的新型股市， 还有很多不完善的地方。比如它的投资功能、资源配置功能和晴雨表功能严重缺 失。这其中有客观原因，但政府的某些过度行为和监管不力也有着不可推卸的责 任。因此为了完善我们的股票市场，政府应进一步加强有关入、退市资格、信息 披露和分红的监管。另外还需通过其他引导性行为促使上市公司质量提高，投资 者理性投资，以达我国股市功能回归的目的。 关键词：股票市场； 功能： 缺失； 政府行为； 完善 武汉科技大学 武汉科技大学 硕士学位论文 第1I页 Abstract As the primary components of capital market，stock market was the product of market economy,it has a close relationship with economic development．Economical basis determines the degree of stock market，and meanwhile，stock market has a great reaction on the real economy．The more mature the stock market is，the more great the positive reaction will be，which is just the function of the stock market．We can dope out from the developing process of mature market that the stock market was not born with all the functions，but improving gradually．Stock market has variOUS functions in different stages．We Can snm up the functions of stock market in four aspects as follows：function of financing(raise money)；function of investment；function of resource allocation and weatherglass of economy．Stock market of China is about three hundreds years behind the developed ones．Although it is only fifteen years old， with the experience of developed countries’．our stock market has made achievements that was achieved by hundreds years of hard work in developed countries．It played an important part in the economic development，especially financing for reform and development of State—owned enterprises．After all，stock market of China is a new market from special background between piarmed economy and market mechanism，it has much faultiness．for instance，its functions
