中国新能源汽车产业政策研究 北京理 工大 学硕 士学 位论 文 摘要 2012 年中国汽车产销量 双双突破 1900 万辆,国内汽车保有量突破 1 亿辆,但由 此带来的能源、环境问题 日益 严重,已成为我国经济和社会可持续发展的瓶颈。 《 中 华人民共和国国民经济和社会发展第十二个五年规划 》 明确提出要提高我国汽车行业 的节 能环保水平, 大力 发展新能源汽车这一战略性新兴产业, 重点 发展插电式混合动 力汽车、纯电动汽车和燃料电池汽车技术。 近十几年来, 我国新能源汽车产业 从无到有, 取得了试验、 示范的长足进步和核 心技术的不断突破, 然 而要真正实现新能源汽车产业化还面临着诸多困难。 而解决问 题 的 关 键 和 出 发 点 就 是 国 家 出 台 的 相 关 产 业 政 策 能 否 适 应 我 国 新 能 源 汽 车 产 业 发 展 路线, 能否在新能源汽车市场启动、 产业拉动等方面起到应有的作用。 这也是本文研 究的立足点。 为此, 本文以政策工具 和生命周期 理论为基础, 综合运用规范研究与实证分析相 结合、 定性分析 与定量 分析相结 合等多种研究方法, 分析我国新能源汽车产业的 主要 问题, 对我国新能源汽车产业发展面临的战略环境进行分析 ,探索未来的 发展方向。 梳理、 分析我国目前已 经出台的相关新能源汽车产业政策存在的不足与缺失, 结合对 消费者的问卷调查, 并借鉴 美国、 欧洲、 日本等发达国家、 地区的实践经验, 探索我 国新能源汽车发展应采取的 措施,提出我国发展新能源汽车产业的政策建议。 关键词 : 新能源汽车; 产业政策;产业化 I 北京理 工大 学硕 士学 位论 文 AbstractThe domestic automobile production and sales have both exceeded 19 million by the end of 2012, with the vehicle ownership over 100 million. However, the energy and environmental problems emerged have become more and more serious, which brought the sustainable development of the industry to a bottleneck status. The 12th Five-plan of National Economy and Social Development in China has demonstrated clearly its goal of “improving the level of energy-saving and environmental protection of automobile industry, developing the new energy vehicles, and focusing on the development of plug-in vehicles, pure electric vehicles and fuel cell vehicles ”During the last decade, our new energy vehicle industry has grown from nothing and gained remarkable progress in the test and demonstration process and made continuous breakthrough of the key technologies. However, there are still great difficulties in the way of eventually realizing the industrialization of new energy vehicles. The key to solve this problem lies in whether the relevant national industry policy is suitable for the development of the new energy vehicle and efficient in the start of the market and the stimulation of the industry.
