摘要摘要 摘要 摘要 市场经济的实质就是信用经济，良好的社会信用体系是建立和规范市场 经济秩序的重要保证，是促进经济健康发展持续发展的先决条件，同时也是 社会不断进步的重要标志。但是近年来，在经济市场化的过程中，诚信传统 受到强烈的冲击，由于信息不对称，出现了人们所谓的“诚信危机”，这种 诚信危机蔓延到我国的人才交流服务行业，假学历、假档案、注水简历、卷 款私逃、窃取商业机密、恶意跳槽等人才失信行为屡见不鲜，以至于“简 历不作假，典型一大傻”成为人才求职的一个“共识”。人才是国家发展、 民族生存的根本，很显然，人才失信所造成了危害影响更为深远。 近年来，上海、深圳、青岛、昆山等地已开始逐步建立人才诚信业绩档 案，初步建立起了人才征信体系的雏形。然而，如何建立我国的人才信用征 信体系，目前可谓众说纷纭，意见不一。有入认为应该采取美国式的私营征 信模式，也有人认为采用欧洲的公共征信模式更适合我国，还有人认为日本 的会员制人才征信模式是最好的选择。 目前，国内对个人信用的研究，主要是在金融领域，特别是银行业对个 人信用征信的需要。但是，国际上在个人信用征信方面的发展，己经远远超 出了金融业。我国的人才管理与交流体系，极具中国特色，在向社会化人才 管理转变的过程中，还带有很大的计划经济时代下的一些特点。目前我国的 人才信用研究领域，涉足的人极少，而且研究人才信用的人绝大多数都缺乏 人才管理的实际经验，有的是直接照搬西方学者的研究成果。因此，国内的 研究现状，不足以为本文提供足够的研究空问。 本文的创新点在于：借鉴发达国家的经验，从我国的国情出发，以笔者 亲自主导的昆山建立人才信用体系的实践过程为样本，分析了人才信用体系 建设的基本内涵，对人才信用的组织体系、工具体系、规范体系和教育体系 进行了总体设计，在此基础上，对我国的人才信用体系建设的阶段性战略和 目标模式进行了分析． 关键词：信用，人才信用，人才征信，人才信用体系，人才征信机构 ABSTRACTThe ABSTRACT The substance ofthe market economy is the credit economy．And sound social credit system is雒important guarantee for establishing and standardizing the order of the market economy,a pI锐骐luis她for promoting廿∞development of the economy in sound and colLgtal雠way and at the same time an important sign of social continuously progress． However,in职EelIt years．the so-called credit crisis has appeared in the process of m口k武啦the economy with the credit tradition am-cked始ongly and the information unmatched．Consequently,this kind of credit crisis has been widespread into the service induslry of talents exchange口e．russ the country that the fake diploma,fake file,fake resume afe not矗Irely s∞n along with many hateful behaviors like escaping with taking a hu鲈number of money,stealing the commercial secret and the spiteful job hopping．Whats wolse，that∞e is silly not to fake his resume is becoming the common acknowledgement of the．job hunters．Obviously,the talent is the fundamental of the national development and ethnical survival。and the harm caused by the talents discredit will have profound impact． In recent years，many cities such as Shanghai，Shenzhen,
