Planning Department and Agreement No. CE 35/2012 (CE) Civil Engineering and Development Department Planning and Engineering Study for Housing Sites in Yuen Long South – Investigation TR11 on Stage 2 Consolidated Report and Summary 行政摘要 Executive Summary 排水影響評估 本研究範圍位於元朗及天水圍排水盆地，並有多條防洪渠道，包括元朗明渠及其周圍的 支流、元朗西明渠、元朗排水繞道、田村排水道及天水圍主幹排水道貫穿具發展潛力 區。 由於目前元朗明渠下游及天水圍排水系統的排洪能力有限，需透過適當的措施以解決擬 議發展可能帶來的排水問題。除提供適當的公共排水系統外，研究建議在具發展潛力區 的總體規劃內提供蓄設施及綠化排水系統(即可持續的都市排水系統)，亦建議以人造及 天然美化景觀方法活化現時元朗西渠、田村道及元朗明渠的部分分段。 Drainage Impact Assessment The Study Area falls within the catchment boundary of Yuen Long and Tin Shui Wai Drainage Basin in which there are several existing main drainage channels, including Yuen Long Nullah and its peripheral branches, Yuen Long West Nullah, Yuen Long Bypass Floodway, Tin Tsuen Channel and Tin Shui Wai Main Drainage Channel, transversing the PDA. Due to the capacity constraints in the downstream of existing Yuen Long Nullah and Tin Shui Wai drainage system, the potential drainage impacts arising from the proposed development are required to be suitably mitigated. To this, apart from the provision of a proper public drainage system, flood retention facilities and blue-green drainage systems (i.e., sustainable urban drainage system (SUDS)) are proposed and recommended in the overall land use planning of the PDA. Sections of the existing Yuen Long West Nullah, Tin Tsuen Channel and Yuen Long Nullah are also proposed to be revitalized by various soft and hard landscape treatment proposals. 228228 | July 2016
