重壅盔堂堡主堂鱼笙塞——一——————』堕L翌摘要 重壅盔堂堡主堂鱼笙塞——一——————』堕L翌 摘要 本论文主要运用匪彗丝蓝差有关理论及MBA相关课程知识，通过对重庆 市迦援±墨盔“九五”期间经济发展状况、存在问题及形成原因的分析，找}【{ 沙区的比较优势，据此提出沙区在“十五”期IH及西部大开发中的发展战略 及应对的措施。 通过定量、定性的分析，并在对相关数据进行统计分析后认为：沙区的 比较优势在于其发达的教育事业和较强的科研实力。因此，沙区应峰持发展以 科教优势为中心的特色经济。其基本思路为：在全面实施科教兴区、可持续发 展和对外开放战略、坚持依法治区、努力把沙坪坝建设成为经济强区、科教文 化名区的指导思想下，坚持扬长避短、有所为有所不为、市场导向、优势互补、 协作发展的基本原则，采取切实可行的措施，大力发展教育产业、教育消费及 教育服务业、高新技术产业，坚持结构调整，用高新技术改造传统产业，大力 发展第三产业，加大第三产业科技含量，使沙区在经济全球化及西部大丌发的 机遇和挑战面前，能充分发挥科技教育的比较优势，实现赶超目标。 关键词：区域经济产业经济发展战略 重鏖盔兰堡主兰垡垒窒———————』坚!!!!竺Abstract 重鏖盔兰堡主兰垡垒窒———————』坚!!!!竺 Abstract This Daper is based on the theory of regional economics and the knowledge of MBA courses．It aims at supplying a possible solution and a development design program in‘the Tenth Five--year PIan”on the basis of studying the economic development of Sa Ping Ba district during“the Ninth Five-year Plan”period． After the quantitative and the qualitative analyzing parts，the comparative advantages of Sa Ping Ba are its advanced education system and strong research power．This paper submits a set of development designs such as one general guidance，four developing principles，four items of developing content．These designs arc focusing on the development history and regional features of Sa Ping Ba district，Seven measures are submiffed to be taken by the district gc}vernment when t11ev consider the development of Sa Ping Ba distllict．And these nleastlrcs also are used to help the development designs to be carried out smoothly． All of the development designs and measures are practical under the direction of developing Sa Ping Ba district to a powerful economic district and a famous scientific-educational culture district．The developing model iS designed 011 the basis WOrk ofcross--research ofmacro-surroundings and micro-surroundings． T}le model and the economic surroundings are interactive． Key words：Regional Economy Industrial Economy Development Strategies 重盎丕堂堡主堂垡丝壅————————』堂1 重盎丕堂堡主堂垡丝壅————————』堂 1 绪论 本文旨在探讨“十五”期间及西部大丌发过程中，重庆市
