东北大学MPA专业学位论文辽宁省软件产业发展政策研究 东北大学MPA专业学位论文 辽宁省软件产业发展政策研究 摘要 当今世界己经进入了信息时代，作为国民经济信息化基础和核心的软件产 业，是世界上增长最快的朝阳产业，并有望在本世纪头lo年内发展成为全球最大 的支柱产业。软件产业被誉为经济增长的引擎和“培增器”。可以说，谁抓住了 软件产业，谁就占领了竞争与发展的制高点。目前，软件产业的飞速发展己引起 各省市的高度重视，并争相投入巨大的人、财、物力，市场竞争愈发激烈，呈现 出百舸争流之势。为此，辽宁省委、省政府对此非常重视，提出了举全省之力， 采取超常措施，大力引进外先进软件成果、优秀人才和资金，到“十五”期末把 辽宁建成软件强省的战略目标。在辽宁大力发展软件产业的同时，又恰逢国家做 出关于振兴东北地区等老工业基地的战略决策，为辽宁的经济和社会发展 提供了极为难得的历史机遇。为此如何加快软件产业发展，做大做强软件 产业，成为一个新的课题。 本文拟通过分析区域政府及其政策在软件产业发展过程中的作用，提 出区域软件产业发展研究框架，并针对辽宁省软件产业具体情况，围绕软 件产业发展研究框架的产业资源、市场需求、企业组织等方面，结合辽宁 软件产业现状与特点，进行分析，借此总结经验，找出差距，完善政策体 系，为更好的因地制宜的制定适合省情发展的软件政策措施提供借鉴和参 考。 关键词软件产业 软件园区 软件人才 东北大学MPA专业学位论文 东北大学MPA专业学位论文 ABSTRACT PoLICIES RESEARCH OF SoFTⅥARE INDUSTRY DEVELoPMENT FoR LIAONING Abst ract The whole world has come into IT age As the basement and of the national economy,software industry is the most rapidly developing industry all over the world，and is becoming the biggest globe pillar industry within the first ten years of 20 century．Software industry is called economic developing engine and economic developing‘multiplicator’That is to say, those，catching up with software industry，take possession of competition and development In recently，provinces and municipality governments vying to pay great attention to the allegro development of software industry，and dive enormous talents，money and material resources into it，which makes the market to be more competitive and more various Wherefore，taking software industry into account，our Provincial Committee of the CPC and Governments，raise that we should import advanced software results、 personnel and c0．pital by using over—routine measures from the whole province SO as to fulfill the strategic target of changing province into powerful software province at the end ofthe tenth five．Simultaneously with developing software industry energetically in our province，the central government made the strategic decision of revitalizing the northeast old industry basement， providing rare historical opportuni
