ABSTRACTII ABSTRACT II Abstract The rise of new technology revolution impacts the enterprises’living space· On one side，it tests enterprises’operation mode；on the other side，it provides them with the opportunity of making direct contact with the clients and the pmvidem- Accordingly,emerpdses apply IT and construct information system at this tuming point in order to advance efficiency,increase benefit and obtain competition advantage．Along with the development of the practice，people realize：this kind of information system only automatized the enterprises’current processes， accelerating all the processes both adequate and inadequate．People then threw themselves into Business Process Reengineering(BPR)which was charactered with‘rationalize first，automatize second’．But the fact alarms US oneg again．If the processes are not reenginccred integratively,the processes are not considered from Lie point of view of the whole enterprise and the information is not gained to construct enterprise strategic planning,the BPR is doom to fail． Process is only the appearance of enterpdse operating，enterprise strategic planning and emerpfise information are the key factors of the managing and the decision—making．strategic plan is the base,the start—point and the end—point of all the processes in enterprises．The enterprise information in form of data is the passenger of enterprise processes．The data must be correct，sharing and inredundant，in order to rationalize enterprise processes．Facing the changing environment,enterprises have to carry out business reengineering composed of process reengineering，strategic planning and information integrating． The author will introduce the basal function of information engineering in the union of business reengineering，strategic planning and information integrating．In the first part，the author gives some basal concepts about information engineering； the second，the author gives some basal concepts about business reengineering；the third，discussing t
